Tender Details

The Western Territory is an urban community which brings together the municipalities of La Possession, Le Port, Saint-Paul, Les Trois Bassins and Saint-Leu. The EPCI represents approximately 219, 000 inhabitants as of January 1, 2025. The community is involved in the development of its 4th Local Housing Program (PLH4) following the deliberation of the Community Council of June 25, 2025. This strategic document, drawn up in accordance with the provisions of the Construction and Housing Code (CCH), must determine for the next six years the objectives and means to meet housing needs, promote social and territorial diversity, contribute to social cohesion and the ecological transition of the territory, and be fully involved in compatibility with the SCoT and its urban framework, in a dual trajectory of Zero Net Artificialization (ZAN) and Zero Net Emission (ZEN), taking into account the latest legislative developments. The PLH4 will therefore have to integrate development issues sustainable, resilience, territorial and social balance, in line with the 2040 territorial project, the Territorial Climate Air Energy Plan (PCAET) approved by the Community Council of June 25, 2025 and the ongoing revision of the Coherence Scheme Territorial (SCoT).
