25/01196 prequalification framework agreement management development and organizational development The Norwegian Defense Research Institute (FFI) is a civilian research institution directly under the Ministry of Defence. The company has over 900 employees, of which approx. 600 are researchers and engineers who develop technology and knowledge to enable Norway to have an up-to-date and effective defence. The department is interdisciplinary and covers subjects such as mathematics, physics, information technology, chemistry, biology, medicine, psychology, political science and economy. The institute is located at Kjeller near Lillestrøm, and has a smaller work unit at Karljohansvern in Horten. The procurement concerns a framework agreement for consultancy services within management development and organizational development. The procurement is carried out according to the procedure limited tendering in accordance with FOSA section 5-1 first paragraph. This is a two-phase procedure that begins with this qualification phase. All interested suppliers have the opportunity to submit a request to participate in the competition. Of the qualified a given number of suppliers will be invited to submit offers in the next phase of the procedure (the offer phase), cf. section 5 of the competition basis.
