This consultation is a negotiated market procedure with competitive bidding which will take place in two distinct phases:

The first phase concerns the selection of applications (based on the criteria set out in paragraph 5.1.9 "Selection criteria" of this notice ).

The second phasewill concern the examination of the offers submitted by the previously selected candidates.
