The City of Calgary is seeking a qualified consulting firm to conduct cost of service study for three lines of service of Water Resources: a) Water Treatment & Supply, b) Wastewater Collection & Treatment; and c) Stormwater Management. The desired outcomes for the study are to: a) Determine the equitable allocation of the revenue requirements between customer classes; b) Address utility issues and strategic objectives associated with cost of service, rates, and rate setting; and c) Establish fair and defensible rates, based on Guiding Principles for Utility Rates, for water treatment & supply, wastewater collection & treatment, and stormwater management that inform the 2027 to 2030 business plans and budgets. The project requires a consulting firm experienced in utility cost of service methodologies, utility rate setting, and utility customer profiles. Additionally, experience working with Canadian utilities and regulatory environments is requested.
