INVITATION TO BID





The Department of Public Works and Highways - Pampanga 1st District Engineering Office, through its Bids and Awards Committee (BAC), invites contractors to submit bids for the following Contract:



1. Procurement ID/Contract ID : 20CG0034

Contract Name : Construction of Multi-Purpose Building Sta. Lutgarda, Macabebe, Pampanga

Contract Location : Macabebe, Pampanga

Brief Description : Construction of Multi-Purpose

Approved Budget for the

Contract (ABC) : Php 2, 970, 000.00

Contract Duration : 60 calendar days

Source of Fund : NEP 2020

Cost of Bid Documents : Php 5, 000.00



The BAC is conducting the public bidding for this Contract in accordance with RA 9184 and its Implementing Rules and Regulations (IRR).



To be eligible to bid for this Contract, a contractor must meet the following major requirements (a) Filipino Citizen or 75% Filipino-owned partnership/corporation with PCAB license for Size Range Small -œB-; (b) completion of a similar contract costing at least 50% of the ABC, and (c) Net Financial Contracting Capacity (NFCC) at least equal to ABC.*



The DPWH will use non- discretionary -œpass/fail- criteria in the eligibility check, preliminary examination of bids, post qualification, and award.

Bidders shall pay a non-refundable fee for the Bidding Documents, upon securing hard copies of the Documents. Bidders that downloaded the Documents from the DPWH/PhilGEPS website shall pay the fee upon submission of their bids.





The Department of Public Works and Highways - Pampanga 1st District Engineering Office reserves the right to accept or reject any and all bids, declare a failure of bidding and to annul the bidding process anytime before Contract award, without incurring any liability to the affected bidders, in accordance with the provisions of Section 41 of RA 9184 and its IRR.



Pursuant to D.O. No. 127 dated August 16, 2018, series 2018, If at the time of the post-qualification procedure, the BAC Verifies that any of the deficiencies is due to the contractor-s fault or negligence pursuant to 34.3(b)(ii)(c) of the 2016 Revised Implementing Rules and Regulations of R.A. 9184, the Procuring entity shall disqualify the contractor from the award without any right to reimburse fees and incidental cost paid for the procurement of infrastructure contract subject of the Bid.



Bidders will bid for the entire contract or per lot not per item.





Bid Security to be used: Bid Securing Declaration or any form of Bid Security in an amount not less than the required percentage of the ABC, such as: Cash or cashier-s/manager-s check, bank draft/guarantee or irrevocable letter of credit issued by a Universal or Commercial Bank, surety bond callable on demand issued by a surety or insurance company duly certified by the Insurance Commission as authorized to issue such security.
