③ have Grade A, B, C "offer of Services" and "sale of product" in the Kanto・Koushinetsu district, in terms of the qualification for participating intenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency) in the fiscal year 2025/2026/2027.

④ acquire the electric certificate in case of using the Electric procurement system
