The City of Woodstock is seeking proposals for the provision of an integrated internet and paper ballot tabulator count voting solution for the 2026 Municipal and School Board Elections. The voting solution must provide full integration of the internet and paper ballot voting systems for the purposes of voters list strike-off and for calculating final results that include both the ballots cast over the internet and at in person voting locations. The proposed solution is required to provide:

An Internet voting solution for the entire advance voting period which can be conducted on a computer, tablet or other mobile device.

A paper ballot tabulator count voting solution including the lease of an optical scan tabulation system (including the provision of one Accessibility for Ontario with Disabilities Act (AODA) compliant ballot marking unit and ballot printing services).

All hardware provided as part of the proposal must be received by the City of Woodstock by August 1, 2026.

All data related to the proposed solution will be the property of the City, in accordance with legislation (MFIPPA) and will not be transmitted or stored outside of Canada. Upon request and at a minimum at the end of the contract, the Proponent must be able to provide the City with the data in an electronic format of the City-s choosing.
