TITLE: Sources Sought Notice FDA SS-1147444
This is a SOURCES SOUGHT NOTICE to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) in accordance with FAR 7.104(d). The potential small business will need to demonstrate the capability to perform all facets of the work described below.

The sole intent of this Sources Sought Notice is to obtain capabilities for set-aside and procurement planning purposes. The North American Industry Classification System (NAICS) code for the proposed acquisition is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 500 employees. This is not an invitation for bid, request for proposal, or other solicitation, and in no way obligates the Food and Drug Administration (FDA) to award a contract.
BACKGROUND:

The Food and Drug Administration s Office of Acquisitions and Grants Services have a requirement for Two UPLC Systems with PDA detectors and Operating Software for use in the laboratory. UPLC (Ultra Performance Liquid Chromatography) systems are a performance upgrade to more common HPLC (High Performance Liquid Chromatography) systems. They operate a higher pressures than HPLC (15, 000 psi versus 4, 000 psi), run methods faster (the current method analyzing for trace aromatic amines in azo dyes was reduced from 45 minutes to 8 minutes), use less solvent (in the prior method 9 mL was reduced to 1.6 mL per sample), and achieve better separation of compounds. High pressure is critical to the improved performance over HPLC systems and the highest possible range is the most important feature of the system.

-c UPLC e/PDA (Extended Wavelength Photodiode Array) Detector with analytical Cell and Leak Sensor, Range 190nm to 800nm

-c Performs in-line injections as opposed to loop injections

-c Operating Software for single system

-c UPLC System Start Up Kit
Service and Maintenance:
-c All equipment should come with a 2 year total assurance Warranty and 1 Performance Maintenance Visit

-c 2 year maintenance for the Operating Software

-c Operating Software must control the equipment, collect, store & evaluate the acquired data and include reporting methods that print the chromatograms, date & evaluations in intelligible form
