The Ministry of Public Works - BARMM (MPW-BARMM), Lanao del Sur First Engineering District, through the following projects stated below, intends to apply the sum of payments under the contract for the following projects listed.

Bids received in excess of the ABC shall be automatically rejected at bid opening.

Bidders must have an experience of having completed at least one (1) contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders. Credit line commitment shall no longer be accepted as an alternative to the prospective bidder-s computation of NFCC per GPPB Resolution No. 20-2013 dated July 30, 2013 and Department Order No. 37, series of 2014, dated March 26, 2014.



Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (R.A. 9184), otherwise known as the -œGovernment Procurement Reform Act-.



Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.



The significant times and deadlines of procurement activities are shown below:



1. Publication October 22, 2019

2. Issuance of Bidding Documents October 26 - November 6, 2019

3. Pre-Bid Conference October 25, 2019 @ 9:00 A.M.

4. Receipt of Bids November 7, 2019 until 2:00 P.M.

5. Opening of Bids November 7, 2019 after 2:00 P.M.



Interested bidders may obtain further information from MPW-BARMM Lanao del Sur First Engineering District Office, and inspect the Bidding Documents at the address given below from 8:00 A.M. - 5:00 P.M.



A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a non-refundable fee for the Bidding Documents.



Bids must be delivered to the address below. All bids must be accompanied by a bid security in the form of Bid Securing Declaration OR Bank Guarantee in the amount stated in ITB Clause 18.

Bids will be opened in the presence of the bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.



The MPW-BARMM reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.



MPW-BARMM Lanao del Sur First Engineering District likewise assumes no obligation whatsoever to compensate or indemnify any bidder or winning bidders, as the case may be, for any expenses or loss that said party(ies) may incur in its participation in the pre-bidding and bidding process nor does it guarantee that an award will be made.
