The DPWH - Northern Samar 1st Engineering District Office, through its Bids and Awards Committee (BAC), invites contractors to submit bids for the following Contract:

Contract Name : Activity 71X-Special Maintenance for Carriageway for Routine Maintenance of

National Road, w/in the District

Contract Location : Northern Samar First Engineering District.

Brief Description/Scope of Work : Rectification of Noted Defects Code 03 and 05, to be done by

Reblocking/Replacement of Damaged pavement as recommended corrective

measure/Treatment based on D.O. #41 series of 2016. policy Guidelines on the

Maintenance of National Roads and Bridges. No. of Blocks: 58.00 pcs, Width: 3.35m

Thickness : 0.23m Length: 4.50m

Approved Budget for the Contract (ABC) : Php 2, 014, 382.42

Source of Funds : Routine Maintenance of National Road& Bridges For CY 2019

Contract Duration : 90 Calendar Days

Cost of Bidding Document : Php 5, 000.00



1. The DPWH Northern Samar 1st District Engineering Office, Catarman, N. Samar, through LIP CY 2019 & Routine Maintenance of National Road& Bridges For CY 2019 intends to apply the sum above stated being the Approved Budget for the Contract (ABC) to payments for the abovementioned contracts. Bids received in excess of the ABC shall be automatically rejected and declared failed in the financial bid opening.



2. The DPWH Northern Samar 1st District Engineering Office, Catarman, N. Samar, through its Bids and Awards Committee (BAC), invites contractors to submit bids for the abovementioned Contract. Completion of the Works is required for the above stated contract duration.



















3. To be eligible to bid for this Contract, a contractor must meet the following major requirements: (a) Filipino citizen or 75% Filipino-owned partnership/corporation/Joint Venture with PCAB license for Size Range -œ Small B- (b) Completion of a similar contract costing at least 50% of the ABC, and (c) Net Financial Contracting Capacity (NFCC) at least equal to the ABC.For this purpose, the Major Categories of Work are: 19IH0076 - WSL 2 & 3 - Water Supply Level 2 & 3): Construction (Pipe Water with Communal/Private Water Point, 19IH0096, 19IH0100, 19IH0102, 19IH0104, 19IH0113, BIR - Buildings : Repair, 19IH0132 - RM - Roads: Mainteance, 19IH0119 - BICWOPLC - Buildings: Construction - without Piles - low Rise - Concrete (Frame)(1 to 5 Storeys)



4. Bidding will be conducted through open competitive bidding procedures using non-discretionary -œpass/fail- criteria in the Eligibility Check and Preliminary Examination of Bids as specified in the 2016 Revised Implementing Rules and Regulations (lRR) of Republic Act 9184 (RA 9184), otherwise known as the "Government Procurement Reform Act".



-œIf at the time of the post-qualification procedure, the BAC verifies that any of the deficiencies is due to the contractor-s fault or negligence pursuant to 34.3(b)(ii)(c) of the 2016 Revised Implementing rules and Regulations of Republic Act No. 9184 (2016 RIRR of RA 9184), the Procuring Entity shall disqualify the contractor from the award without any right to reimburse fees and incidental cost paid for the procurement of Infrastructure contract subject of the Bid-

-œif the ground for post-disqualification is based on above requirements, the concerned BAC shall issue a Notice of Post-Disqualification to the bidder with a statement that -œthe DPWH shall not qualify your bid for any of its Projects until and/or unless the reason for your post-disqualification was already cleared by the concerned Implementing Office-.
