1. Bidding will be conducted through open competitive bidding procedures using non-discretionary -œpass/fail- criteria in the eligibility Check and Preliminary Examination of Bids as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act-.



2. Only suppliers duly registered with the DPWH may be allowed to participate in the eligibility screening. Unregistered Suppliers must register in the Central Office, Bids and Awards Committee - Technical Working Group (BAC-TWG), 5/F Bonifacio Drive, Port Area, Manila prior to the deadline for submission of Expressions of interest. Interested supplier shall submit their

duly accomplished Expression of Interest statements upon presentation of their original Supplier Registration Certificate in person or through their Authorized Representative as reflected in their SRC to the Chairman, Bids & Awards Committee (BAC) DPWH - Northern Samar 1st Engineering District, Catarman, Northern Samar nor later than 2:00 P.M. on June 18, 2019.

2. Issuance of Bidding Documents May 29, 2019 - June 18, 2019 at 9:00 AM

3. Pre-bid Conference June 6, 2019, 10:00 A.M.

4. Opening of Bids June 18, 2019 at 2:00 PM



3. Bid Documents will be available to eligible supplies for issuance on the date shown above at BAC Secretariat upon payment of non-refundable amount of P 5, 000.00.



4. All bids must be accompanied by One (1) form of Bid Security taken from two (2) acceptable forms, viz: 1. BID SECURING DECLARATION as provided in Section 27.5 of the Revised IRR of R.A. 9184; -œOR- 2.) SURETY BOND callable upon demand issued by a surety or insurance company duly certified by the Insurance Commission as authorized to issue such security in the

amount of five percent (5%) of the ABC, pursuant to Department Memorandum Circular No. 15,

Series of 2014, Bids must be delivered at BAC Office DPWH Northern Samar 1st District Engineering Office, Catarman, N. Samar and will be opened in the presence of the bidders- representatives who choose to attend. Late bids shall not be accepted.



5. Eligible suppliers shall submit their duly accomplished 2 envelopes (Technical Proposals, Eligibility & Project Requirements - Financial Proposal) to the Chairman, BAC, DPWH - Northern Samar 1st Engineering District, Catarman, Northern Samar, not later than 9:00 a.m. June 18, 2019.



6. The DPWH-NSFED reserves the right to accept or reject any bid and to annul the bidding process and reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
