TERMS AND CONDITIONS:
1. The lobster nursery cages should be supplied, delivered, and installed in the attached list of locations of beneficiaries.
2. Delivery and installation of the lobster grow out cages should be done ninety (90) calendar days after the issuance of the Notice to Proceed (NTP).
3. The winning bidder shall receive payment after the delivery and installation have been satisfactorily rendered.
FOR PROCUREMENT OF GOODS:
The Bidding will be conducted through open competitive public bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.
A complete set of Bidding Documents may be purchased by interested Bidders @ BFAR Regional Office 8, Marasbaras, Tacloban City and upon payment of a nonrefundable fee. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids. Bids will be opened in the presence of the Bidders- representatives who choose to attend. Late bids shall not be accepted. Bids received in excess of the ABC shall be automatically rejected at bid opening.
Bidders should have completed, within 3 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.
Submission of PLATINUM PHILGEPS CERTIFICATE
Prospective bidders may submit Committed Line of Credit (CLC) from a universal or commercial bank in lieu of its NFCC computation; Amendment on the prescribed Omnibus sworn statement template on the PBDs.
Bidders SHOULD SUBMIT tax returns filed through the Electronic Filing and Payments System (EFPS).
All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR).
Bureau of Fisheries and Aquatic Resources Regional Office (BFAR-RO8) assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids. And finally, the BFAR-8 reserves the right to accept or reject any bid, to annul the bidding process, and to reject the Bid at any time prior to contract award, without thereby incurring any liability to the affected bidder.
