BRIDGE CONSTRUCTION REPLACEMENT PROGRAM (BCRP) I

DESIGN AND BUILD BRIDGES FOR REGION IV-A

CONTRACT PACKAGE 4



Contract ID No. 17Z00007



1. The Department of Public Works and Highways, through the General Appropriations Act intends to apply the sum of Php 215, 603, 446.27 being the Approved Budget for the Contract (ABC) to payments under the Design and build contract for Contract ID No. 17Z00007 - Contract Package 4 (Region IV-A) under Bridge Construction Replacement Program (BCRP) I. Bids received in excess of the ABC shall be automatically rejected at bid opening.



2. The Department of Public Works and Highways now invites bids for the Bridge Construction Replacement Program (BCRP) I, Contract Package 4 in Luzon (Region IV-A), Contract ID No. 17Z00007, using the Design and Build (DB) scheme, which involves the construction/replacement of eight (8) bridges with a total length of 287 linear meters. Lengths are ranging from 15.0 to 60.0 linear meters as per approved conceptual plan. Contract duration of the DB Works is 720 calendar days. Bidders should have completed at least one (1) contract of BCCDP (Bridge Construction Concrete (Superstructure) - with Driven Piles) or similar contract of BRHCDP (Bridges Rehabilitation Concrete (Superstructure) - with Driven Piles), BRTCDP (Bridges Retrofitting Concrete (Superstructure) - with Driven Piles), BCP (Bridges Construction - with Bored Piles), BRP (Bridges Rehabilitation - with Bored Piles), BRC (Bridges Rehabilitation Concrete), BCC (Bridges Construction Concrete) and BRR (Bridges Rehabilitation - Retrofitting) equivalent to 50% of the total ABC and the Bidder-s Designer should have completed at least one (1) similar design contract equivalent to 50% of the Design Component of the ABC or equivalent to Php 4, 082, 203.09.



3. Interested civil works contractor who has no experience in design and build projects on its own, may enter into subcontracting, partnerships, or joint venture with design or engineering firms for the design portion of the contract.



4. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act-.



5. Bidding is open to Filipino citizens/sole proprietorship, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.



6. Contractors/applicants who wish to participate in this bidding are required to first register with the DPWH Civil Works Application (CWA) at the DPWH Procurement Service (PrS), 5th Floor, DPWH Bldg., Bonifacio Drive, Port Area, Manila, while those already registered shall keep their records current and updated. Contractors/applicants who is/are not yet enrolled in the CWA shall submit its Eligibility Requirements (i.e. Class -œA- and Class -œB-) as part of its bid. The Contractor-s eligibility to bid on the project will be determined using the DPWH Contractor Profile Eligibility Process (CPEP) and subject to further post-qualification. Information on registration can be obtained from the PrS during working weekdays from 7:00 am to 4:00 pm or at the DPWH website www.dpwh.gov.ph.



7. Interested bidders may obtain further information from DPWH - Bridges Management Cluster - Unified Project Management Office (BMC - UPMO) and inspect the Bidding Documents at the address given below from 7:00 A.M. to 4:00 P.M.



8. A complete set of the Bidding Documents may be acquired by interested bidders on August 18, 2017 to September 26, 2017 from the DPWH Procurement Service (Prs), 5th Floor, DPWH Bldg., Bonifacio Drive, Port Area, Manila and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 50, 000.00.



9. The DPWH will hold a Pre-Bid Conference on September 05, 2017, 9:00 A.M. at the 5th Floor, Procurement Service-s Function Room, DPWH Bldg., Bonifacio Drive, Port Area, Manila, which shall be opened to all interested parties.



10. Bids must be delivered on or before September 26, 2017, 10:00 A.M. at the 5th Floor, DPWH Procurement Service-s Function Room, DPWH Bldg., Bonifacio Drive, Port Area, Manila. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.1. Bids will be opened in the presence of the bidders- representatives who choose to attend. Late bids shall not be accepted.



11. The DPWH Bridges Management Cluster - Unified Project Management Office (BMC - UPMO) reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
