INVITATION TO BID
The Department of Public Works and Highways - Pampanga 1st District Engineering Office, through its Bids and Awards Committee (BAC), invites contractors to submit bids for the following Contract:

The BAC is conducting the public bidding for this Contract in accordance with RA 9184 and its Implementing Rules and Regulations (IRR).
To be eligible to bid for this Contract, a contractor must meet the following major requirements (a) Filipino Citizen or 75% Filipino-owned partnership/corporation with PCAB license for Size Range
Medium -œA- and above; (b) completion of a similar contract costing at least 50% of the ABC, and (c) Net Financial Contracting Capacity (NFCC) at least equal to ABC.*
The DPWH will use non- discretionary -œpass/fail- criteria in the eligibility check, preliminary examination of bids, post qualification, and award.

Bidders shall pay the BAC a non refundable fee for the Bidding Documents, upon securing hard copies of the Documents. Bidders that downloaded the Documents from the DPWH/PhilGEPS website shall pay the fee upon submission of their bids..
The Department of Public Works and Highways - Pampanga 1st District Engineering Office reserves the right to accept or reject any bid and to annul the bidding process anytime before Contract award, without incurring any liability to the affected bidders, in accordance with the provisions of Section 41 of RA 9184 and its IRR.
Bidders will bid for the entire contract or per lot not per item.
Bid Security to be used: Bid Securing Declaration or any form of Bid Security in an amount not less than the required percentage of the ABC, such as: Cash or cashier-s/manager-s check, bank draft/guarantee or irrevocable letter of credit issued by a Universal or Commercial Bank, surety bond callable on demand issued by a surety or insurance company duly certified by the Insurance Commission as authorized to issue such security.
