Synopsis: NOTICE OF INTENT TO AWARD A SOLE SOURCE THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTES. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements.The U.S. Department of Navy; Naval Research Laboratory Contracting Division proposes to enter into a sole source contract with L3 Technologies, Inc DBA Datron Advanced Technologies Division, under simplified procedures for certain commercial items included in FAR subpart 13.5. The Naval Research Laboratory (NRL) has a requirement for a multi-mission antenna (Model 1453-13) to receive satellite data from low earth orbiting and geo-stationary satellites while providing the necessary telemetry and tracking and control. NRL intends to procure a full motion 13-meter 3-axis auto- tracking antenna system with a frequency range of 1750-1850 and 2200-2300 MHz, along with Unified S-band (USB) capabilities in both the transmit and receive as well as the full X-band receive capabilities in the 7600-8500 MHz bands.The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) - Only one responsible source. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The applicable North American Industry Classification System Code (NAICS) for this requirement is 334111 with the size standard of 1, 000 employees. The Product Service Code (PSC) is 5985.All responsible sources may submit a statement of technical capabilities not later than 5 business days after publication of this notification. Information received will be considered solely for market research. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Responses received after 5 business days be determined non-responsive to the special notice, and will not be considered.
