120mm xm1160 high explosive guided mortar (hegm) request for proposal (rfp) procedure for requesting classified data for rfp w15qkn-18-r-0015
(unclassified): the u.s. Army contracting command-new jersey (acc-nj), picatinny arsenal, nj 07806-5000, on behalf of the office of the project manager combat ammunition systems (pm cas) located at picatinny arsenal, new jersey anticipates releasing a draft request for proposal (rfp) for the 120mm high explosive guided mortar (hegm) acquisition in the 1st quarter fiscal year (fy) 18 timeframe with a formal rfp in the 2nd quarter fy18 timeframe. This notice is to inform potential contractors bidding on the hegm acquisition that this acquisition will include classified data. The classified data will only be given to potential contractors with a confirmed "need to know" during the formal rfp phase, not the draft rfp phase.
Contractors who want to obtain the classified hegm data and the rfp must have a valid facility clearance (fcl) approved by defense security services (dss). In addition, the government will issue the company a dd form 254, prior to the release of any classified data requested during the formal rfp phase.
For companies that do not possess a fcl, the following is a general overview of the fcl request process: once a company has a need for an fcl, they must be sponsored by either a government contracting agency (acc-nj) or by another cleared defense contractor with a valid fcl. The sponsor will then prepare and submit the fcl package to dss. Dss will then review the package and start to process/investigate the company. Once the investigation is completed, dss will notify the company and the sponsor their determination that an fcl is granted or denied.
