⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :

① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting, Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause,

② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting,

③ have Grade A or B or C or D in "Sales of products" for participating in tenders by Ministry of Health, Labor and Welfare (Single qualification for every ministry and agency) in Hokkaido Region,

④ have permission to be a retail electricity supplier in accordance with article 2-2, of the Electricity Utilities Industry Law, or have permission to be a general Power transmission and distribution operators in accordance with article 3, of the same law,

⑤ The bidder shall submit [Submission Form 1] Attached Paper 2 and Attached Paper 3 regarding the carbon dioxide emission factors, the proportion of renewable energy electricity within the supplied electricity, the disclosure of information on power source composition and carbon dioxide emission factors, and the power generation facilities where the supplied renewable energy electricity was generated or from which the environmental attributes originated.
