10-UDE-2026 Development and analysis of municipal tests in arithmetic/mathematics for Oslo School PURPOSE AND SCOPE The Norwegian Education Agency is responsible for the design, implementation and return of municipal tests, Oslo tests, in various subjects / skills at a selection of levels in primary school. As part of the work on design, quality assurance, implementation and return of results from the Oslo tests, the Norwegian Education Agency wishes to enter into an agreement with a professional environment that will be responsible for the subject area "calculations/mathematics" from the school year 2026/2027 and until the end of the 2028/2029 school year with the possibility of an option for up to two years. Background The Norwegian Education Agency (UDE) has a test and follow-up plan that forms part of a comprehensive work for on-going assessment and follow-up of Oslo students' learning. The plan is part of UDEs system for following up requirements in law and regulations, including the national quality assessments. The aim of the system is to contribute to quality development in basic education and increased learning outcomes for pupils. In addition to regular mid-term assessment in the classroom, tests and surveys provide useful information about the students' competence and areas of development. This information must be used actively by students, teachers and school leaders to promote learning and ensure early intervention. The test and follow-up plan includes both state ones tests (state mapping tests and national tests) and municipal tests (Oslo tests).
