INVITATION TO BID
Supply of X-ray Film Processor
1) The Provincial Government of Samar, through the trust fund intends to apply the sum of Eight Hundred Fifty Thousand Pesos (P850, 000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the supply of X-ray Film Processor. Bids received in excess of ABC shall be automatically be rejected at Bid opening.
2) The Provincial Government of Samar through the Bids and Awards Committee (BAC) now invites sealed Bids from eligible Bidders for the supply of X-ray Film Processor. Delivery of goods is required immediately at the Calbayog District Hospital. The description of an eligible bidder is contained in Section II of the Bidding Documents.
3) Bidding will be conducted through open competitive bidding procedures using non discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A (IRR-A) of the Republic Act No. 9184 (R.A. 9184), otherwise known as the Government Procurement Reform Act, and restricted to organizations with at least sixty percent (60%) interest or outstanding capital stocks belonging to citizens of the Philippines, as specified in Republic Act 5183 (R.A. 5183). Only bids from the Bidders who pass the eligibility check will be opened. The Process for eligibility check is described in Section II of the Bidding Documents, ITB. The Bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determined his responsiveness to the technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during the post-qualification procedure.
4) Interested Bidders may obtain further information from the office of the BAC Secretariat, Provincial General Services Office, Catbalogan, Samar.
5) A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a non refundable fee for the Bidding Documents in the amount of One Thousand Pesos (P1, 000.00). The Bidding Documents shall be received personally by the prospective Bidder or His authorized representative.
6) Bids must be delivered to the address above- stated at or before 10:00am on March 1, 2019 All Bids must be accompanied by a Bid Security in a form of Cash or surety bond or Sworn Bid Securing Declaration. Late Bids shall not be accepted.
7) Bid Opening shall be on March 1, 2019 at 10:00 O-clock in the morning, at the Conference Room, Office of the Governor, Capitol, Catbalogan, Samar. Bids will be opened in the presence of the Bidder-s representative who choose to attend at the address above.
8) The Provincial Government of Samar will hold a Pre-Bid conference open to all interested parties on February 15, 2018, at 10:00 o-clock in the morning at the General Services Office, Capitol, Catbalogan, Samar.
9) The Provincial Government of Samar reserves the right to accept or reject any Bid, and to annul the bidding process and reject all bids at anytime prior to the contract award, without thereby incurring any liability to the affected Bidder or Bidders.
