Tenders are invited for Work to Improve the Living Environment of the Populations of under-Equipped or Underserved Areas of the City of Douala. Phase 2: Social and Collective Facilities and Equipment.

1. The Urban Community of Douala (hereinafter called "the Client") has received funding from the French Development Agency (hereinafter called the "AFD") to cover the cost of the Rain Drainage Project of the City of Douala, and intends to allocate part of the financing to the payments relating to the Contract for which this Invitation to Tender (AO) is issued.
2. The Mayor of the City of Douala requests Offers under closed cover from eligible Bidders to perform the work in the following single lot: Improvements and socio-collective equipment counting for the 2nd phase of the improvement project the living environment of the populations of under-equipped or underserved areas of the city of Douala, hereinafter referred to as "the Services". For further information on the Services, please consult the attached Works Specifications (Section VII).
3. A company will be chosen by the selection method based on quality and cost (“SFQC”).
4. This AO includes the following sections:

Each tenderer must attach to his administrative documents, a tender deposit, in the form of a certified check or a bank check, established by a first-rate bank approved by the Ministry in charge of Finance of Cameroon and whose list appears in DAO, in the amount of one hundred and forty million (140, 000, 000) CFA francs, and with a validity period of five (05) months from the date fixed for the opening of the envelopes.
