Tenders are invited for West Battambang Wastewater Treatment and Collection System Subproject.


1. The Kingdom of Cambodia has received financing from the Asian Development Bank (ADB), Agence Francaise de Developpment” and the European Union towards the cost of Provincial Water Supply and Sanitation Project. A portion of this financing will be applied for eligible payments under the Contract named above. No nationality restrictions apply, other than any restrictions arising from ITB 4.7 of the Bidding Documents.

2. The Ministry of Public Works and Transport (MPWT) (“the Employer”) hereby invites sealed bids from eligible Bidders for the construction and completion of the following contract package:

The Works include wastewater treatment Plant capacity 12, 000 cu.m/day, Treated effluent system - line existing irrigation canal proximately 20 m 1no, Sludge management (comprises sludge pumps, and drying beds) 1 no, Trunk interceptor (450/650 mm) to be installed using trenchless technology 5.6km, Collector sewer (150-300 mm) 14.7km, Rider sewers (150 mm dia.) 50km, Pumped/Forced main (600 mm dia.) 7.9km and Rainwater drainage network.

3. International Competitive Bidding will be conducted in accordance with ADB-s SingleStage: One-Envelope procedure and is open to all Bidders without nationality restrictions.

4. Only eligible Bidders with the following key qualifications should participate in this bidding:

• The Bidders- net worth within last year shall be positive.

• Minimum average annual construction turnover of US$24.87 million calculated as total certified payments received for contracts in progress or completed, within the last three (3) years.


• The Bidder must demonstrate that its financial resources defined in FIN - 3, less its financial obligations for its current contract commitments defined in FIN - 4, meet or exceed the total requirement for the Subject Contract of US$3.11 million.

• Participation as a contractor, Joint Venture partner, or Subcontractor in at least one (1) contract that has been successfully or substantially completed within the last eight (8) years immediately prior to the bid submission date that included the construction of a Wastewater Treatment Plant & Wastewater Collection System and where the value of the Bidder-s participation exceeded US$27.12 million, OR Participation as a contractor, Joint Venture partner, or Subcontractor in at least one contract that has been successfully or substantially completed within the last eight (8) years immediately prior to the bid submission date that included the construction of a Wastewater Treatment Plant and where the value of the Bidder-s participation exceeded US$7.12 million AND Participation as a contractor, Joint Venture partner, or Subcontractor in at least one (1) contract that has been successfully or substantially completed within the last eight (8) years immediately prior to the bid submission date that included the construction of a Wastewater Collection System and where the value of the Bidder-s participation exceeded US$20.00 million.

6. To purchase the Bidding Documents in English, eligible Bidders should:

• Write to address above requesting for the Bidding Documents for the Contract Package No. PMU/MPWT/PWSSP/ICB/CW02

• Pay a non-refundable fee of US$250 or its equivalent in Cambodian Riel being 1, 000, 000.00 Riel. The method of payment will be in cash or deposit to Bank account No.000000001333 of National Bank of Cambodia.

The Bidding Documents may be collected in person, or may be sent by email or courier, at the discretion of the Bidder, but the Bidder has to deposit the fee at the above bank account and to pay for courier charge by his/her arrangement as appropriate. Other than payment of the non-refundable fee specified above, there shall be no other conditions for the purchase of the Bidding Documents.

The Bidding Documents can be purchased during normal working days from between 8:00 - 11:30 hours in the morning and 14:30 - 17:00 hours in the afternoon at the address above.

7. Deliver bids:
• to the address above

• on or before the deadline: 19 November 2020, 10:00 hours local time

• together with a Bid Security in the amount as specified in the Bidding Documents. For the purpose of determining the equivalent amount of the required Bid Security in a freely convertible currency, the selling exchange rate published by the National Bank of Cambodia on the date 28 days prior to the deadline for Bid submission shall be applied. Bids will be opened immediately after the deadline, in the presence of Bidders- representatives who choose to attend.

The Bidder shall bear all costs associated with the preparation and submission of its bids and the Employer shall not be responsible or liable for those costs, regardless of the conduct or outcome of the bidding process.
