BACKGROUND & CONTEXT The African Community of Practice on Managing for Development Results (AfCoP) is a pan-African, non-governmental, and not-for-profit organization, committed to the development and promotion of a results culture in Africa to contribute to the Africa transformation agenda. It was established in 2007, in the context of the Paris Declaration, in response to the commitment of African countries to adopt the principles and practices of MfDR to create sustainable change in the lives of their populations. It is a coalition of African leaders from all components of the society and engaged in a shared dynamic of results. Its members are public administration officials, parliamentarians, representatives of civil society, the private sector, academia, the media and development partners. Its objectives are to: (i) support institutional reforms to make public sector management (PSM) systems more results-oriented; (ii) strengthen the capacities of the stakeholders involved in the development process; (iii) influence key political processes for achieving development results through advocacy, advice and dialogue with governments and donors; and (v) conduct research and analysis on theories of change and action, as well as good practices, to enable evidencebased decision-making. AfCoP is supported by the African Development Bank (with the African Capacity Building Foundation managing the knowledge component) to build capacity on MfDR in countries (18 countries) and to facilitate policy and regional programs implementation through the MfDR approach. To this context, AfCoP developed the Africa for Results (AfriK4R) initiative, as a regional approach to development, to help materialize that vision by mobilizing African stakeholders around the results and regional development agendas. The AfriK4R initiative aims to: (i) strengthen public sector management systems to build capable states; (ii) strengthen resultsoriented organizations for better service delivery; (iii) enhance regional convergence through MfDR to improve regional integration; and (iv) promote South-South knowledge sharing.

The AfCoP is a bilingual (Francophone/ Anglophone) community of over 5, 000 members from 43 African countries. Members are practitioners of Managing for Development Results (MfDR) working for African governments, civil society, and as independent experts in the field. The AfCoP’s mission is to build African MfDR capacity through sharing experiences, networking and building strong learning relationships with MfDR practitioners in Africa and around the world. The AfCoP’s online platform is the main feature of the community. Members use it for knowledge sharing and exchanges on a continual basis. The platform represents the main instrument for the facilitation of discussions, ideas sourcing and experiences sharing on MfDR issues, among others. In response to the foregoing, the AfCoP would like to revive and update its platform to ensure that its user-friendly and enhance interaction and improve communication among AfCoP members as well as to provide opportunities for engagement. The AfCOP Secretariat is therefore looking for a Consultant webmaster to develop a friendly and well-functioning resource center for AfCoP.

PURPOSE

The purpose of the consultancy is to revamp the AfCoP platform by developing a friendly and a well-functioning resource center for the AfCoP website while provide various improvements to the existing platform.

RESPONSIBILITIES OF THE CONSULTANT

The Consultant is expected to perform the following tasks:

• To take an oversight role for the AfCoP platforms technical management;

• To assess whether the AfCoP sites can remain on the actual platform or be moved onto a new platform;

• To improve or redesign the AfCoP platforms and finalize the resources center;

• To make the platform user-friendly and increase traffic;

• To consolidate and monitor the various AfCoP hosting servers, email accounts, domain names, and annual subscription for the platform;

• To develop an expert/resource person database in both English and French with the aim of making available a pool of available MfDR experts in Africa to meet the demand from development organizations;

• To improve the institutional database, with the aim of providing a clear overview of the development organizations working in the MfDR field in Africa;

• To further improve the resource center with the aim of making it be the repository of knowledge on MfDR in Africa and an important resource for AfCoP members;

• To provide some support for the development of new features for the AfCoP online platform (including clickable image maps);

• To provide services as needed for any improvements of the platform;

• To enable friendly-user provision of services to AfCoP members;

• To maintain sustainability of making use of the developed tools by providing support to the AfCoP Secretariat on using, managing, and future updating of the developed solutions;

• To keep the ACBF informed on the development of the steps of the resource center as carried out; and

• To perform any other related duties and tasks as required.

OUTPUTS

The consultant will be responsible for the following deliverables:

• Well-designed and user-friendly platforms

• Website support as needed for new features of the online platform

• Completion of the resource center

• Well-maintained and functioning as well as user-friendly AfCoP websites

CONSULTANCY DURATION

The duration of this assignment is 120 working days over 6 months (with an expected start date of mid of February 2019 throughout 15 August 2019).
