Expression of Interest are invited for Water resources management and Agro-ecological Transition for Cambodia (WAT4CAM).

TA-AGRI will support MAFF and its central and provincial departments in the coherent development, coordination and capitalization of 3 of the 4 sub-components below:
§ Sub-component 4.1 - Institutional Support: Focus in the elaboration of (i) an irrigated climate smart agriculture strategy, (ii) knowledge in climate smart agriculture systems, iii) support the Supreme National Economic Council (SNEC) in the finalisation of the revised rice policy, iv) support MAFF in the elaboration action plan for the revised rice policy (focused on quality rice), (v) analysing the value chains potentials and necessary support activities and (vi) finalising and adopting the Contract Farming Manual, etc. an action plan, support to certification of quality seeds, training on contract farming agreements and vii) support the institutionalisation of various tools created under previous AFD-s project: credit guaranty mechanisms for FO, rice observatory, Paddy Trading Platform.

§ Sub-component 4.2 - Research and Development on agro-ecological practices: this sub-component is not subjected to the service of TA-AGRI. However, strong coordination between this sub-component and the others is mandatory.

§ Sub-component 4.3 - Agricultural extension in the Irrigated Schemes and preks: To maximize the dissemination of agro-ecological practices, a bottom-up approach will be implemented. An in-depth agricultural assessment together with farmers to identify the set of agro-ecological techniques the farmers could and are willing to experiment in their plots in the irrigated schemes and preks targeted by the Program.

§ Sub-component 4.4 - Value Chains Support: it is proposed to i) continue support to farming organisations (FOs), especially FWN, PMUAC, BUAC etc.) and their newly created apex body (National Farmer Organization Federations Forum in developing services for their members and progressively improve their autonomy, (ii) support to the commercialization via contract farming; (iii) support to the promotion of niche market rice (SRP, organic, fragrant etc.) and safe agricultural products especially for vegetable/fruit etc. and (iv) the possibility for the development of Rice Geographical Indication (GI) and branding of agricultural products.
