combined synopsis/solicitation

(i) this is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) to facilitate electronic quote submissions through fedbizopps, a request for quote (rfq no. 140r3018q0004) is being issued subsequently to this combined solicitation/synopsis.

(iii) this solicitation document and incorporated provisions and clauses are those in effect through federal acquisition circular number 2005-99.

(iv) this requirement is a total small business set-aside. The north american industry classification system (naics) code for this acquisition is: 541380, testing laboratories. The small business size standard for naics code 541380 is $15.0 million.
