Invitation to Bid
VENUE, FOOD AND ACCOMMODATION FOR THE TRAINING-WORKSHOP ON GOOD GOVERNANCE ENHANCEMENT IN LGU BASEY, SAMAR
1.The Local Government Unit of Basey, Samar, through the Capacity Development Grant (CDG) of the ARCP2-Performance Grant System, intends to apply the sum of Nine Hundred Sixty Five Thousand One Hundred Fifty Pesos (Php 965, 150.00), being the Approved Budget for the Contract (ABC) to payments under the contract for 6044146 / LGUBS-GD-19-1081b, Venue, Food and Accommodation for the Training-Workshop on Good Governance Enhancement in LGU Basey, Samar. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2.The Local Government Unit of Basey, Samar now invites bids for the provision of fully air conditioned venue, food and accommodation with functional sound system and projector for the following activities except for Barangay Investment Planning Workshop which venue will be provided by LGU Basey upon official request of the Municipal Development Council (MDC) that such workshop be held alone in Basey, Samar upon official request, viz:

Delivery of the Goods is required is within the training duration of thirty (30) days after receipt of Notice to Proceed. Bidders should have completed, within two years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
3.Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.
Bidding is restricted to Filipino citizens/sole proprietorship, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.
4.Interested bidders may obtain further information from Local Government Unit of Basey, Samar and inspect the Bidding Documents at the address given below during 8:00 to 12:00 and 1:00 to 5:00, Monday to Friday.
A complete set of Bidding Documents may be purchased by interested Bidders on February 22 - March 4, 2019, from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of One Thousand Pesos Pesos (Php 1, 000.00) only.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.
5.Bids must be delivered to the address below on or until 10:00 in the morning of March 4, 2019. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.
Bid opening shall be on March 4, 2019 at 10:00 in the morning at the BAC Conference Office, LGU Executive Building, Government Center, Basey, Samar. Bids will be opened in the presence of the Bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.
