INVITATION TO BID FOR UPGRADING OF LEGISLATIVE MANAGEMENT, CODIFICATION, TRACKING AND INFORMATION SYSTEM FOR THE OFFICE OF THE SANGGUNIANG BAYAN, CALAMBA, MISAMIS OCCIDENTAL

1. The Municipality of Calamba, Misamis Occidental, through the Savings from LGU-s General Funds intends to apply the sum of THREE HUNDRED THOUSAND PESOS ONLY (P300, 000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the UPGRADING OF LEGISLATIVE MANAGEMENT, CODIFICATION, TRACKING AND INFORMATION SYSTEM FOR THE OFFICE OF THE SANGGUNIANG BAYAN, CALAMBA, MISAMIS OCCIDENTAL. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The Municipality of Calamba, Misamis Occidental now invites bids for UPGRADING OF LEGISLATIVE MANAGEMENT, CODIFICATION, TRACKING AND INFORMATION SYSTEM FOR THE OFFICE OF THE SANGGUNIANG BAYAN, CALAMBA, MISAMIS OCCIDENTAL more particularly described as follows:

-c Legtrack provides full function of the Office of the Sangguniang Bayan.
-c It keeps track, monitor the implementation, stores proposed and approved resolutions and ordinances and easy retrieval by keyword short title, codification, date, sponsor, and author and committee referral.
-c The system linked to MS word which comprises the full text of the ordinances and resolutions.
-c Records management, document tracking and has a classification of and codification of Ordinances and Resolutions for easy access / reference of the Sanggunian Members and Staff.
Delivery of the Service is required within 30 calendar days. Bidders should have completed, within Two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.
4. Interested bidders may obtain further information from The Office of BAC Secretariat, Local Government Unit, Calamba, Misamis Occidental and inspect the Bidding Documents at the address given below during office hours.
5. A complete set of Bidding Documents may be acquired by interested Bidders on or before the scheduled bid opening of bids from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of P500.00.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6. Bids must be duly received by the BAC Secretariat at the address below on or before July 3, 2018 at 2:00 in the afternoon. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.
Bid opening shall be on July 3, 2018 at 2:00 in the afternoon at the Municipal Session Hall. Bids will be opened in the presence of the bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.
7. Bidder-s representative must present their credentials in the form of Company Identification Cards or Special Power of Attorney duly signed by the owner, if corporation, accompanied by a Corporate Secretary-s Certificate.
8. The Municipality of Calamba, Misamis Occidental reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
