The us army corps of engineers, engineer research and development center (erdc) intends to procure on a sole source basis (iaw far 13.106-1) with subseasail, 2877 historic decatur rd, ste 200, san diego, ca 92106-6177, a lightweight unmanned surface vessel for monitoring of the water column for the presence of munitions constitutes at underwater munitions sites. Specific characteristics of the requirement that limit the availability to a sole source are the availability of a sensor mount for passive chem/bio sensor housing and filters. Only subseasail can furnish a usv available for mounting the passive chem/bio sensor and the vessel is a patented usv technology that is only manufactured by subseasail, llc. Subseasail is the only provider that can construct the usv and offer service, upgrades, and updates as they become available.
This acquisition is being conducted under far 13.106-1(b). There are no set-aside restrictions for this requirement. The intended procurement will be classified under north american industry classification system (naics) 334511 with a size standard of 1, 250 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar product. All capability statements received by the closing date of this publication of this synopsis will be considered by the government. A determination by the government not to compete based on responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
