Description
The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award three Cost-Plus-Fixed-Fee (CPFF) completion contracts for the engineering design, manufacturing, delivery, testing and evaluation of one Compact and one Standard Ultraviolet (UV) Ballast Water Treatment System (BWTS) for Navy surface vessels. The Compact BWTS shall be able to treat ballast water at a flow rate of 200-300 cubic meters per hour (m3/hour). The Standard BWTS shall be able to treat ballast water at a flow rate of 800-1, 000 m3/hour using the policies and procedures of Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, and FAR 16.306, Cost Plus-Fixed-Fee Contracts.
A Sources Sought Notice (Notice ID 19-SBO-002) was posted by NSWCCD to the beta.sam.gov website on 17 October 2018 with amendments issued on 13 February 2019 and 14 November 2019.
As a result of the information obtained from responses to the Sources Sought Notice, this requirement will be solicited using full and open competition with one award reserved for small business. The activity`s small business office concurs with this determination. The North American Industry Classification Systems (NAICS) code applicable to this procurement is 333318. The size standard is 1, 000 employees for Other Commercial and Service Industry Machinery Manufacturing. The Product Service Code is 2090.
The Government intends to award up to three contracts under this Solicitation. One of the three awards will be a small business set-aside. Contract awards will have a five-year delivery period with the exercise of all options. The effective period for this acquisition is anticipated to be from 31 August 2020 through 30 August 2025.
