Tenders are invited for Niger: Two (2) National Consultants for Monitoring Infant and Young Child Feeding and Child Care and Development in Intensive Nutrition Rehabilitation Centers (Maradi and Zinder Regions).

1.Context and justification Every child is unique at birth and the differences between them influence how they learn. The experiences of the early years of life with their families make a significant contribution to shaping the adult that will become the child of today. The family provides children with care that promotes their development by showing them love and care and providing them with many opportunities for learning. By playing and communicating with children, families allow them to benefit from healthy growth and to be stronger. Children learn to communicate their needs, solve problems and help others. From an early age, children develop skills and intelligence quotients that will prepare them for life. However in Niger, high prevalence of global acute malnutrition (GAM) and severe malnutrition (SAM) tend to negatively impact the child`s healthy development. In 2018, more than 381, 000 severely acute malnourished children were cared for in health facilities, including 66, 000 (17%) SAM children with a medical complication and requiring intensive hospital care. Of these 66, 000 severely malnourished children, 9% were less than 6 months old. SAM children with medical complications are admitted with their carer in a pediatric department / CRENI and spend an average of ten days in this service before being transferred to an Integrated Health Center (CSI) to continue nutritional treatment in ambulatory. This period of ten days of hospitalization where accompanying persons (often mothers of children) are present physically represents an important opportunity to promote / advise on good practices in infant and young child feeding (IYCF) (taking into account the living conditions of its families), the importance of stimulation and provide psychological support to the carers to minimize the consequences of malnutrition. To improve the quality of the management of SAM in CRENIs, the Ministry of Health with the support of Unicef ??organized in 2017 and 2018 training of providers on the integration of the IYCF at CRENI. They have acquired new knowledge and skills that allow them to provide IYCF support to help mothers / caregivers during their stay at CRENI, to feed, care for and stimulate their infants and young children in line with global recommendations. 2.Objective of the consultation

The objective of this consultation is to provide coaching / coaching over a period of 6 months for health workers to put into practice their knowledge and skills in the field of IYCF, the stimulation of child and psychosocial support for carers in hospitals with an acute malnutrition management service with medical complication (Maradi region and Zinder National Hospital ). 3.Méthodologie

Each Consultant will have four (4) CRENIs under his responsibility. The consultants will provide coaching / coaching for health care providers by spending one week per month in each CRENI and monitoring these activities. This coaching / coaching will be done on the basis of a grid proposed by the consultants and amended by the competent structures (Direction of Nutrition / Regional Direction of Public Health / UNICEF).

4.Specific activities to achieve the objectives

Ensure the application of the knowledge / skills acquired during the 2017-2018 training courses:
Assessment of child feeding practices to identify key issues;
Counseling for carers on good feeding practices for infants and young children and the relationship to child development, taking into account the living conditions of the mother-child relationship;
Support for breastfeeding, especially for mothers with children under 23 months;
Support for the practice of the suction supplementation technique for infants with nursing problems;
Psychosocial support for accompanying persons;
Physical and emotional stimulation of children;
Reference of mothers in IYCF support groups at community level at discharge;
Monitor activities and provide regular feedback to CRENI managers, in the presence of health workers;
Ensure regular collection, analysis and use of information on implementation and quality of activities.
Conduct in situ recycling training for CRENI staff when needed.
Track progress against objectives in CRENI.

6.Qualifications and / or specialized knowledge and specific experience and key competencies

Qualifications At least a degree in one of the following areas: Nutrition, Health, Child Development Care or any other related field (nurses, etc.).

Work Experience • Minimum of two (2) years work experience in the field of management of severe acute malnutrition with medical complications and infant and young child feeding or child development care. • Putting into practice the coaching method

Competencies • Able to empathize • Able to work in a team of several people • Able to communicate clearly • Good analytical, writing, synthesis and presentation skills in French; • Good knowledge of the computer • Talking Hausa would be an asset

7.Duration of the consultation

8.Supervision The Consultant will work under the supervision of the Maradi Zone Office Manager, and in collaboration with the Nutrition Specialist in charge of Infant and Young Child Feeding. He / she will also work closely with the CRENI manager and the DRSPs of Maradi and Zinder.

9. Fees Applicants will submit a financial offer containing daily fees in local currency. This proposal may be revised if necessary.

Place of assignment The consultants will be based in Maradi with field missions in the Maradi and Zinder regions. 11.Terms of work The consultants will work independently at the Maradi and Zinder regions. A rental car will be made available to each of them for the duration of the consultation.
