Expression of Interest are invited for Trucking and Logistics Surveys in Selected West Africa Countries.
Assignment Description
Road transport is the dominant transport mode in West Africa, and on many routes, both domestic and international, the only mode of transport available. However, despite its critical role for the economy, the industry is inefficient and disorganized, constituting more a handicap for trade than the enabler is should be. This situation has many root causes that are partly linked to the lack of professionalization of the transport and logistics industry and partly to dysfunctions in the road freight market.
The World Bank is launching a trade facilitation program for West Africa that aims at improving efficiency along selected priority corridors, notably through reforms for the transport and logistics industry and support to operators. The corridors on which the program will be implemented will be selected from a list of priority corridors which comprises:
- Dakar Bamako
- Abidjan Ouagadougou
- Tema Ouagadougou
- Lomé Ouagadougou
- Cotonou Niamey
- Lagos Northern Nigeria Niamey
In order to inform the selection of the program corridors, and to establish a baseline for measuring the impact of the reforms, the World Bank is recruiting a consultant to conduct a series of surveys of logistics operators in the 9 countries concerned by the priority corridors (Senegal, Mali, Cote dIvoire, Ghana, Togo, Burkina Faso, Benin, Niger, Nigeria).
The objective is dual:
- Describe the characteristics of logistics operators (trucking companies and individual operators, clearing and forwarding agents, informal transport brokers, stevedoring companies) as well as transport and logistics requirements from shippers
- Identify challenges faced by the operators for the supply and coordination of logistics services
The surveys will combine qualitative and quantitative surveys, supplemented by focus groups discussions.
The World Bank will provide the consultant template questionnaires that will be reviewed and customized to the characteristics of the local corridors. The indicative number of operators surveyed by country should be a minimum of 300 operators for all categories of logistics operators surveyed.
