Expression of Interest are invited for Transaction Advisor Services for a Performance Based Contract (PBC) for the National Water Commission-s Non-Revenue Water (NRW) Reduction Programme in the Northern Parishes of Jamaica.

The Government of Jamaica has received financing from the World Bank towards the cost of the Foundations for Competitiveness and Growth Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”)

The Government of Jamaica has recognized that signifi cant investment is required along the North Coast of the island to meet the water supply demand. The NWC is the main provider of potable water supply and the collection, treatment, and disposal of wastewater services in Jamaica. NWC currently meets demand along the North Coast by limiting the hours of supply in some areas. Water demand in the area continues to grow, however, and unless something is done, the utility will no longer be able to meet demand without further restricting hours of supply. NWC has outlined plans to improve the water supply to a major section of the North Coast defined as the Modifi ed Coastal Zone (MCZ), which is substantially bounded by the North Coast between Ocho Rios and Montego Bay and the 150m contour extending into hinterland areas. The water supply improvement works are in order to provide water supply infrastructure capable of meeting the water supply requirement in the MCZ, through to 2036. This increase in the availability of water supplied in the area will also enable the NWC to decommission some small inefficient water supply systems, thereby creating a more overall efficient management of water supply.

The purpose of the assignment is to establish a replicable performance-based scheme for NRW Reduction in the MCZ. The target is to reduce NRW in this area from the current estimated level of 74% of water supply input down to a maximum of 30%, by December 2021. At a minimum, the Consultant-s findings should demonstrate viability of the PPP being implemented under the GoJ-s PPP policy.

The Consultant must ensure that the project demonstrates PPP suitability in accordance with the criteria detailed in the PPP Policy. They must also ensure sustainability by designing a complementary maintenance and conservation programme, involving an appropriate training and handover process.

The Planning Institute of Jamaica now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Expressions of interest must be delivered in a written form to the address below (in person, by mail, fax or email) by July 26, 2018 at 11:45 p.m.
