Expression of Interest are invited for Training of Youths in Vegetable Plantation
Location: Akure North/Akure South Federal Constituency, Ondo State

Eligibility:
(a) Evidence of Certificate of incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7;
(b) Evidence of Company-s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2021:
(c) Evidence of Pension Clearance Certificate valid till 31st December, 2021;
(d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021;
(e) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021:
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (ERR) expiring on 31/12/2021 or valid Cert incite issued by BPP.
(g) Sworn Affidavit:
- Disclosing whether or not any officer of the relevant committees of the Federal College of Education (Special), Oyo, Oyo State or the Bureau of Public Procurement is a former or present Director, shareholder or has Any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
- that no director of the firm has been convicted by any court of law; and
- the firm is not bankrupt or in receivership.
(h) Company-s Audited Accounts for the last three (3) years -2018, 2019 & 2020;
(i) Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
(j) Company-s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/ Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.):
(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the Iasi five (5) years including Letters of Awards. Valuation Certificates, .lob Completion Certificates and Photographs of the projects;
(l) Works: List of Plants/Equipment with proof of Ownership/Lease;
(m) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate IRR & Sworn Affidavit are compulsory for each JV partner);
(n) All documents for submission must be transmitted with a Covering/ Forwarding letter under the Company/Firm-s letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names, and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firn.

Tender documents are to be collected from the Directorate of Procurement between the hours of 10:00 a.m. - 400p.m daily, upon presentation of authenticated payment details of non-refundable tender fee of N10, 000.00, paid into the F.C.E (Special), Oyo, Oyo State Remita account at any reputable commercial bank in Nigeria and teller converted to receipt at the- cash office of the College Bursary Department.

Note:
(a) Compliance certificates may be referred to the respective issuing authority for verification and authentication.
(b) Any Technical and Financial bids enclosed in a single envelope and that is not sealed at time of the opening shall be disqualified.
(c) Incorrect address or labeling of submitted bids shall be rejected.
(d) Late submission will be returned un-opened.
(e) Each parcel should have a table of contents indicating the pages or folios in which these items are to be found.
(f) This advertisement of invitation of tender shall not be construed as a commitment on the part of Federal College of Education (Special), Oyo, Oyo State nor shall it entitle any company to make any claim whatsoever or compensation having responded to this advertisement.
(g) All submission must be made in English language.
(h) Bidders should not bid for more than two (2) Lots.
(i) All costs will be borne by the bidders.
(j) Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency.
(k) Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services).
(l) Goods & Works: Only pre-qualified bidders at technical evaluation will be invited at a later date for financed bids opening, while the financial bids of un-successful bidders will be returned nu-opened.
(m) Services: Only short-listed firms will be invited at a late date for collection of Request for Proposals.
(n) The College is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
