General Procurement Notice for Consultancy Services for Topographical Survey.
1.0 INTRODUCTION
In compliance with the Public Procurement Act, 2007, the Federal College of Education, Katsina intends to undertake the procurement of various works, goods and services for its 2016/2017/2018 Merged TETFund Normal Intervention. The College hereby invites interested, experienced and competent Suppliers to express interest for the rendering of consultancy services in respect of:

(A) 2018 TETFUND HIGH IMPACT INTERVENTIONS AS FOLLOWS:
(i) Construction and Furnishing of Theatre for School of Languages
(ii) Construction and Furnishing of Laboratory Block for School of Sciences
(iii) Construction and Furnishing of Home Management flat

(B) 2018 TETFUND SPECIAL HIGH IMPACT INTERVENTION
(i) Construction and Furnishing of Twin Theatre at School of Education
(ii) Construction and Furnishing of Twin Theatre at School of Vocational and Technical Education.
(iii) Construction and Furnishing of Computer Based Test (CBT) Centre.

2.0 SCOPE OF CONSULTANCY SERVICES
The projects involve the following:
(i) Topographical Survey
(ii) Architectural Services
(iii) Civil Engineering Services
(iv) Structural Engineering Services
(v) Electrical Engineering Services
(vi) Mechanical Engineering Services
(vii) Quantity Surveying Services

3.0 Interested and eligible Consultants are advised to look out for the Specific Procurement Notice (SPN) for the above services in the National Dailies and Notice Boards depending on the threshold of each project.

4.0 This advertisement is not an invitation to tender.

5.0 Note that the Invitation to Tender/Expression of Interest would be evaluated on responsiveness to criteria including but not limited to:
(a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
(b) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years (2015, 2016 & 2017) valid till 31 December, 2018;
(c) Evidence of current Pension Compliance Certificate valid till 31 December, 2018;
(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2018;
(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31 December, 2018;
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 30/6/2019 or valid Certificate issued by BPP.
(g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal College of Education, Katsina or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder, that the company is not bankrupt, in receivership or under liquidation or involved in any litigation which can potentially affect the company’s ability to effectively discharge their responsibility if engaged and to confirm that all information presented in its bid are true and correct in all particulars;
(h) Company’s Audited Accounts for the last three (3) years – (2015, 2016 & 2017);
(i) Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
(j) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
(k) List of Plants/Equipment with proof of Ownership/Lease (for A & B);
(l) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (all the eligibility requirements are compulsory for each JV partner)
(m) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

6.0 Documents submitted may be subject to due diligence without recourse to bidders.

7.0 The Federal College of Education, Katsina also reserves the right to invoke the provision of section 28 of the Public Procurement Act (PPA) 2007 on matters regarding these procurement without incurring any liability to the bidder.

8.0 Successful Consultants should note that payment of the services would be based on release of funds by the TETFund.
