Description : The United Nations Office at Geneva, on behalf of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Afghanistan, is looking to establish a contract with a service provider to untertake Third Party Monitoring (TPM) of projects funded by Afghanistan Humanitarian Fund (AHF). The TPM service provider would conduct monitoring of funded projects at the field level, and work in close collaboration with the AHF monitoring team as well as its implementing partners. AHF Humanitarian projects are located across all parts of Afghanistan, often in environments prone to conflict and instability. This has severely affected the ability of the AHF, and the humanitarian community, to provide oversight, monitoring and verification on the performance of the projects in the field. The TPM service provider will assist the AHF monitoring team to conduct monitoring of around 50 projects per year at the field level; however, the number of projects may vary subject to funding. The ability of the TPM service provider to access these locations is a critical requirement. TPM must ensure that a comprehensive overview of the project is captured. TPM should be conducted based on a "risk-management" approach in line with the assigned risk level of the implementing partner as determined by AHF capacity assessment and performance score.
