Tenders are invited for Rural Mobility and Connectivity Project (PMCR).

The Government of the Republic of Guinea has received a donation from the World Bank to finance the project Mobility and Rural Connectivity (PMCR ) and intends to use part of this Don to make payments under the contract Writing of the Administrative, Financial and Accounting Procedures Manual.

The Ministry of Agriculture has entrusted the National Directorate of Rural Engineering (DNGR) with the delegated project management of the execution of these services.

The objective of the mission is to have an implementation manual to: (i) define the institutional framework and specify the implementation modalities of the Rural Mobility and Connectivity Project (PMCR); (ii) describe the administrative, financial, accounting and procurement procedures in accordance with the Project Appraisal Document and the Project Credit Agreement signed between IDA and the Government of Guinea.

The Consultant will be responsible for preparing this project implementation manual which will guide the UCP / Project, the staff of the Ministry in charge of Agriculture / DNGR, the Ministry of Public Works / DNRP, the service providers and the partners involved in the implementation of the Project.

The Consultant's assignment will take place over a maximum period of two (02) months from the date of signature of the contract.

The present mission will be entrusted to a Cabinet with experience in the field of textbook development. Particular emphasis will be placed on knowledge of administrative, financial, accounting, procurement and institutional organization.

The Consultant's staff will be constituted at least by:

1 Institutional Organization Specialist

1 Chartered accountant

1 Specialist in Procurement.

The DNGR invites eligible Consultants to express their interest in providing the services described above.

Interested Consultants must provide information demonstrating that they have the required qualifications and experience relevant to the performance of the Services.

Criteria for the shortlist are: Detailed CV of the Consultants, Experience in Financial and Accounting Administrative Procedures, Procurement, and Institutional Organizations; have competent staff Experiences in similar conditions; a letter of motivation and the copies of the validated diplomas,
