Tenders are invited for Management Information System (MIS) - Grievance Module Consultancy (42 Working Days), Lusaka Zambia.

How can you make a difference?

Objectives / Target

The purpose of recruiting the Consultant is to ensure the speedy development and programming of (1) webpage for lodging grievances and (2) a Social Cash Transfer Grievance Mechanism module that is compatible with both the current SCT MIS and the integrated management information system for social protection. The consultant will be working closely with the Technical Advisor MIS and be home-based with regular interaction at the Ministry.

Upon completion of the assignment by the consultant, website maintenance will be managed by the SCT MIS technical advisor within the SCT unit, who will keep track of website statistics; update the website as required; and improve the website based on lessons learned from GM pilot over time.

Description of the assignment (Scope of work) / SPECIFIC TASK

The consultant is expected to develop and programme:

1. a webpage on which grievances can be lodged; and

2. a module for the SCT GM in the existing SCT MIS.

The following is expected of the consultant:

In order to undertake these tasks, the consultant is expected to familiarize him/herself with the SCT programme and its Grievance Mechanism through desk study of documentation supporting the SCT GM, as well as sensitization by MCDSS officers on the subject, particularly by the Technical Advisor MIS. Support from UNICEF Social Policy Specialist will also be available. Moreover, the consultant is expected to collaborate closely with the Technical Advisor MIS and UNICEF Social Policy Specialist throughout the assignment.

REPORTING REQUIREMENTS

The SCT MIS Grievance Module Consultant will be contracted by UNICEF and report directly to the Chief Social Policy in the Social Policy and Research (SPR) Section and will be placed in the Social Cash Transfer Unit headed by the Director Social Welfare. Moreover, SCT MIS Grievance Module Consultant will work closely with the Social Policy Specialist in UNICEF SPR section.

For the above deliverables, the consultant will have to provide a report which should meet the following requirements:

1. Purpose of the assignment.

2. Methodology.

3. Description of the new SCT MIS GM module.

4. Steps taken to ensure compatibility with ZISPIS SCT module.

5. Recommendations.

6. Conclusion.

7. Annex: List of partners consulted.

LOCATION AND DURATION

The consultant is required for a period of 2 months and will home-based with regular interaction at the Ministry of Community Development and Social Services, Cash Transfer Unit.

Qualification/Specialized knowledge and Experience

Qualifications and Skills

A Minimum of a Bachelors Degree in IT or related fields required. Three years of relevant professional work experience in the above-mentioned field.

Specifically:

§ Minimum of three years of experience working in IT, including SQL Server, Visual Studio .NET and website programming experience.

§ Experience in working with Government, Monitoring and Reporting, Training and workshop facilitation and collaboration with private sector.

§ Demonstrated ability to effectively collaborate with in teams.

§ Fluency in written and spoken English.

§ Familiarity with the background and rationale for Social Cash Transfer Scheme is desirable.

§ Ability to effectively communicate highly complex issues in a manner that non-technical audiences can understand. This includes project descriptions, presentations and reports, etc.

Financial proposal

The consultant is required to submit a financial proposal, consisting of lump sums for each of the deliverables that are part of this assignment.

ADMINISTRATIVE ISSUES

§ The SCT MIS Grievance Module Consultant will be home-based with regular interaction at the Ministry. The Consultant is required to report to the Social Policy Specialist in UNICEF.

§ The consultant will not be provided with any further support such as travel costs, office space or IT equipment including software.

§ Payments will be made upon satisfactory completion of all deliverables.
