Expression of Interest are invited for GMG Software and Data Management.

The African Development Bank hereby invites consulting firms to indicate their interest for the implementation of specific activities under the Green Mini-Grids Market Development Programme (GMG MDP), Quality Assurance business line. The first phase of a Green Mini-Grids Market Development Programme, with funding from the Sustainable Energy Fund for Africa (SEFA) was launched by the SEforALL Africa Hub in 2015, while phase two began in Q4 2017. The Programme aims to remove or reduce market barriers at regional scale and strengthen the ecosystem for the emergence of a thriving GMG sector in Sub-Saharan Africa. The Programme supports the efforts of relevant stakeholders, such as governments and project developers, in creating a favorable environment for scaling up mini-grid investment on the continent and expanding energy access to underserved communities through GMGs, thus contributing to the universal energy access objective of the New Deal on Energy for Africa. The GMG MDP has successfully positioned itself over the last two years at the center of the mini-grids movement in Africa. Phase 2 of the GMG MDP will transform the MDP into the “go to” one-stop-shop for mini-grids in Africa.

The MDP is implemented through five business lines: (i) Market Intelligence; (ii) Business Development Support; (iii) Policy and Regulatory Support; (iv) Quality Assurance and (v) Access to Finance.

This request for Expressions of interest refers to the fourth business line (Quality Assurance), which intends to adapt and introduce in selected countries the Isolated Community Power Quality Assurance Framework (QAF), 1 developed under the Clean

Energy Ministerial’s Global LEAP (Lighting and Energy Access Partnership) initiative. The GMG MDP Phase 2 is working initially with relevant national institutions in Nigeria to adapt and implement the QAF.

This assignment will develop a web-based platform that will allow AfDB and the GMG MDP to support real time remote interaction remotely sector stakeholders, support GMG development through tendering, and monitor individual GMG performance, with the ultimate aim of verifying new power connections, consumption, and performance for Results-Based Financing.

The Power, Energy, Climate and Green Growth Complex of the AfDB invites consulting firms to indicate their interest in providing the above-described services. Interested eligible consulting firms or associations of firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable assignments, availability of qualified staff, etc.).

The expressions of interest should follow the following format.
1) Details of the firm or consortium (including nationality of the firms and contact person) and including DACON registration number2 (max. 1 page);
2) Expression of Interest (max. 5 pages) detailing your strengths, expertise, approach and any information you believe relevant
3) Experience in similar Assignments (max. 5 pages)
4) CV of Key Staff members (max. 5 pages)
5) Any additional document you believe relevant.

We suggest the firms to keep the submission below 20 pages.

The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Consultants under projects financed by the Bank Group, May 2008 Edition, revised on July 2012 available on the Bank Website at http://www.afdb.org.
