Procurement of goods, works and consultant services will be in accordance with the Procurement Framework for Operations Funded by the African Development Bank Group, Edition October 2015, available on the Bank`s website at the following address : www.afdb.org .

1. The following goods and services will be procured in accordance with the Bank`s acquisition methods and procedures (MPAB) using the Bank`s appropriate standard solicitation files (DSS)

➢ The properties below will be acquired by consultations open suppliers to qualified bidders in the 3 countries (Burundi, DRC and Rwanda) opened in accordance with the procurement policy document and as described in the procurement Operations Manual Bank markets:

- Office furniture and / or office equipment & VC equipment;

➢ The Organization of meetings will be done by consulting specialized service providers in one of the 3 countries where the meeting will take place.

2. The consultant selections will be made as follows:

➢ All the services of individual consultants will be acquired by the method of comparison of at least 3 CV: High level experts (Expert in Procurement; Environmentalist; Specialist in social and gender development; Lawyer; Electromechanical or electrician engineer; Engineer in Civil Engineering; Financial Expert; Computer scientist) and Panel of independent experts (Dam expert; Electromechanical expert; Environmental expert; Social development expert) and Procurement Assistant;

➢ The following consulting firm services will be procured using the Quality and Cost Based Selection Method (SFQC) as described in the Bank`s Manual of Procurement Operations: The Feasibility Study an integrated energy market, Study, capacity building, facilitation, Establishment and animation of a consultation framework, Strengthening and Reliability of the database, Preparation of infrastructure projects, Preparation of draft texts;

➢ The selection of consulting firms for the financial audit, the development of the procedures manual and training will be done on the basis of the Least Cost Selection Method (SMC).

The first tender documents should be available from March 17, 2020.
