TERMS OF REFERENCE

INTRODUCTION-PLAN INTERNATIONAL LIBERIA

Plan International Liberia is an international Child-focused Community development non-governmental organization without political, religious, or affiliations. Child Sponsorship is the foundation of the organization. Plan works in 77 countries worldwide in Asia, Africa, Central and South America. Plan International Liberia has been working in Liberia since 1982 and is currently working in three counties including Lofa, Bomi and Nimba County with its satellite office in Margibi County. In the next few years to come, Plan International Liberia will continue to strive for a just world that advances children’s rights and equality for girls, and with a strong focus on reaching 1.4 million girls in Liberia to Learn, Lead, Decide and Strive.

Scope of Work and Contract Time Frame

The successful supplier shall service the generators in accordance with the below basic servicing terms:

1. The successful bidder shall perform routine maintenance and repair works on all Plan international Liberia owned 100KVA Perkins Generators, 5.5 KVA Kamal Generators, 5.5 KVA Tiger Generator and others located in all Plan Liberia Operational Zones herein indicated using the appropriate spare parts. during repairs. A successful supplier shall submit invoices to Plan for all repairs
and any other relevant documents (Assessment report with recommendations,
maintenance order, Maintenance and repairs report etc) for payment
processing.
2. Preventive maintenance- Conduct a complete assessment for generator at
every service time.
3. Respond to every urgent breakdown of generator from various indicated
areas above.
4. The initial contract is for a period of one year and may be extended based on
performance. Initially, six months contract will be given and this will serve as
probationary period at which time Plan International Liberia will evaluate the
performance of the service provider and deserves the right to terminate the
contract if the performance of the service provider is not satisfactory.
Assessment of Garage will be done by a team of Plan staff to verify the
potentials of the bidders.
Responsibility of Successful bidders
A- Successful vendor shall carry out the maintenance service of A- Engine:
according to the running hours of the following to be done: Change
engine oil, replace oil filter, fuel filter, water separator filter (every 250
hours). Clean air filter, check radiator condition and clean engine
surrounding.
Fan belt, water level every visit and change on 500 hours. Lubricate the
moving parts if needed, steam cleaning of radiator every 500 hours tighten
the screws.
B- Alternator and electrical: Check Electrical wiring, circuit breaker and
battery; tighten the screws. Every 2000hrs the alternator will be
dismantled for thorough cleaning and varnishing to clear away all
erosions and humidity that might have been accumulated due to sea salt
breeze that will cause the wear and tear of copper wire wound inside.
C- The said gen set shall be service upon request Plan Operations Officer
D- Sensors and gauge will have to be changed every 1500 hours as per
manufacturer’s recommendation to ensure all shut downs and signals
are functional with the same frequency and accuracy.
E- Test: Start the Gen Set and Inspect the following

a. All the shut downs are working
b. All the gauges indicate correct reading
F- In case the gen set was not operating there is no necessary to change
the oil and filter the successful vendor shall check fan belt and water
level, lubricate the moving parts if need be, steam cleaning of radiator
and tighten the screws.
G- Every generator is to be over hauled upon PLAN International Liberia
cost. On 8000hrs to maintain the pressure and performance of
Generator.
H- Other Failures: In case of failure during the warranty
The bidder will need to submit the following administrative documents as part of
the bid for application:
1. Company Profile
2. Registration Documents (Valid Business Registration, Valid Tax Clearance, )
3. Article of Incorporation.
4. Proven experience and record in repairing and providing quality maintenance
to the generators.
5. Accessibility to high quality spare parts when and if needed.
6. Capacity to deploy various teams to the above counties in parallel –if needed.
7. Cost and price of the required service.
Desirable Profile of the service provider
8. A reputable company which has been operating for 3-5 years ( or even more)
in Liberia.
9. A company with a record in repairing heavy duty and light generators.
10. Have all the necessary documents that prove their eligibility to work in
Liberia including all the necessary legal documents such as business
registration, taxes….et
