Prequalifications are invited for Chemical Injection Package.

This Invitation for Prequalification follows the General Procurement Notice for this project which was published on the EBRD website, Project Procurement Notices (http://www.ebrd.com/pages/workingwithus/procurement/project.shtml) on 16 October 2017

Suez Oil Processing Company (SOPC), hereinafter referred to as “the Client”, intends using part of the proceeds of extension loan from the European Bank for Reconstruction and Development, hereinafter referred to as “the Bank”, towards the cost of SOPC Energy Efficiency & Upgrade Program.

Suez Oil Processing Company (SOPC) intends to revamp and upgrade the existing Delayed Coker Complex to allow operating the complex at its original throughput of 5, 000 MTPD of atmospheric residue; also Suez Oil Processing Company (SOPC) intends to establish new VDU asphalt Unit. The Project’s units are located within the premises of SOPC refinery area, Suez, Egypt. The project will cover several upgrade steps including the following modifications that allow together the conversion of the feed’s heavy residue into the desired more valuable products such as LPG, Jet fuel, Euro 5 Diesel, Petroleum Coke.

New Vacuum Distillation Unit (VDU) to replace the existing unit.
New Distillate Hydro-treating Unit (DHTU) to replace the existing two distillate Hydro-treating units.
New Delayed Coking Unit (DCU) with all its supporting units to replace the existing units.
New Vacuum Distillation Unit to produce asphalt.
The site is located in Suez Governorate, Approximately 150KM East of Cairo and approximately 3 km to the west of the central business district (CBD) of the city of Suez.

The Client intends prequalifying firms and consortia to tender for the following contract(s), hereinafter referred to as “the Contract”, to be funded from part of the proceeds of the loan

The above lots detailed as a following:



Lot # 29- Chemical Injection Package

A wide variety of chemicals are injected into process streams regarding to the refinery. They can be divided into basic groups based upon their role, namely:

Neutralizers to adjust PH environment which is required to make corrosion inhibitors more effective.
Corrosion inhibitors injection either in gas stream or liquid stream which are typically interfering with a particular step (s) in a corrosion mechanism thereby reducing the rate of degradation.
Anti-foaming is required for amine system to prevent foaming hence, to minimize level of contaminants in the amine solution and to prevent the disturbance in the instruments measurement.
Scale inhibitors are required to prevent scale formation inside the closed loop of Boiler feed water feeding the steam generation system.
Sulfide agent injection is required for new catalyst using or catalyst regeneration in the reactor to compensate decomposing of sulfur spike inside catalyst at elevated temperatures by adding of sulfur particles.
Anti-fouling to prevent Heat exchangers fouling according to type of HC feed and elevated temperatures required.
Each chemical injection type related to each Coker complex shall be provided by dedicated chemical injection skid which includes mainly the following equipment :

One filling pump
Storage tank
Agitator/ mixer
Two injection pumps ( operating & spare)


The Client will provide the Materials Requisitions (MRQ’s) for the above-mentioned Lots as its part of tender doc’s and will be provided at stage of Inviting prequalified applicants to Tender – Two Stage Goods and related services, except the required HP Boilers will be two stage supply and installation.

Prequalification and tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country.
