Assignment Description
IFC seeks to hire a firm to design and implement a baseline assessment of the AgTech solutions that will be tested with the respective clients and smallholder farmers in their supply chain. The overall objectives of the assignment are to:

a. Produce reliable and high-quality baseline data, information and analyses feeding into project reporting (internally and to external donors);
b. Generate insights and recommendations feeding into the design, implementation and monitoring of AgTech pilots;
c. Design and test an M&E approach for AgTech solutions that can be replicated for the endline assessment of the AgTech pilots (which would be a separate assignment outside the scope of work of this assignment) and scaled up in future AgTech engagements by IFC internally.

A. SCOPE OF WORK

The project will implement at least one client project pilot for each of the three AgTech use cases described in section A. The firm shall conduct one baseline assessment for each one of these three selected use case pilots (out of the five pilots that will be implemented by the project in total), i.e. a total of three baseline assessments in three pilot projects. The three selected use case pilots will include a host project supporting crop (barley) and livestock production, as well as one other value chain listed in section A (honey and horticulture). For each of these three baseline assessments separately (which may follow a slightly different timeline), the firm shall implement the following steps, in close coordination with representatives from the IFC operational and Results Measurement team and the respective client and AgTech solution provider:

a. Based on initial desk research and informational meetings/discussions with key stakeholders, develop a Theory of Change (ToC) detailing how the AgTech solution is expected to affect the client operation and its supply/distribution chain, specifically smallholder farmers. The ToC will identify specific expected effects, both positive and negative, as well as risks and assumptions. The positive effects the program is expected to have include improved operational performance, specifically improvements in operational efficiency and environmental sustainability, increase in yield/productivity, access to finance and markets, sales volumes, sales revenues/income/net profit, reductions in production costs, crop losses and waste, and improvements in farmer lifelihoods more generally. The ToC will need to clearly differentiate the effects of the AgTech solution from the effects of the existing IFC client engagement the AgTech solution will be embedded into (host projects), as required and feasible.
b. Design the methodological framework to assess outputs, outcomes and impacts of the AgTech solution for clients and actors in its supply/distribution chain, most importantly smallholder farmers. As an overall requirement, the framework should follow a mixed method approach, combining quantitative and qualitative evaluation methods, as well as a quasi-experimental approach encompassing data collection from a representative sample of treatment farmers (i.e. farmers in the clients supply chain who benefit from the AgTech solution) and control group farmers (i.e. similar farmers in the clients supply chain not benefitting from the AgTech solution) at baseline. The control group will likely need to differentiate two sub-groups of farmers those benefitting from the host project vs. those not benefitting from the host project. The overall approach/framework must be well documented to inform the design of the endline assessment (wich is outside the scope of work of this TOR).
c. Implement the baseline assessment leveraging the AgTech solution itself (e.g. for data collection) to the extent possible.
d. Conduct data analysis triangulating quantitative and qualitative data and information.
e. Prepare a report summarizing the key findings (supported by graphs, photos etc.), conclusions and recommendations.

B. DELIVERABLES/SPECIFIC OUTPUTS EXPECTED FROM FIRM

Desk research and informational meetings/discussions with key stakeholders including the IFC operational team, IFC Results Measurement team, AgTech solution providers, client representatives;
Kick-off meeting between the IFC operational and Results Measurement teams and the firm in order to agree on the methodological approach and workplan;
Inception Report outlining the proposed detailed methodology, Theory of Change, proposed data collection methods and tools, list of stakeholders to interview/assess, and detailed workplan/timeline for each of the three selected pilots;
Draft and final version of three full baseline reports in Word format including an executive summary, one for each use case pilot;
Draft and final version of three summary slide decks in PowerPoint format, one for each one for each use case pilot baseline report;
Total of three cleaned, labeled and coded raw data files (one for each quantitative baseline assessment, preferably in Stata (.dta.) format) and transcripts of interviews and focus group discussion (as applicable);

All deliverables must be in English and need to be cleared by IFC to be considered as final, which may require more than one round of review.

The exact timeline will be determined and agreed upon during the kick-off meeting. However, the firm is expected to begin the desk research and conduct informational meetings/discussions as soon as the contract is signed, and the kick-off meeting shall be organized within 2 weeks from contract signature.
