Project measures:

The services of a “Technical audit”/3rd party monitoring Consultant” is required to carry-out technical monitoring missions to the projects. Though due to security related travel restrictions, local KfW project monitoring activities re-started in 2018, they remain limited in view of the total size of the portfolio. The Consultant shall conduct monitoring visits to a relevant percentage of subprojects to complement and triangulate the results from SFDs own monitoring as well as from KfW local monitoring activities (including monitoring of the quality of the infrastructure, supplies and deliveries, the efficiency of the use of funds as well as the results and impacts as well as beneficiary satisfaction).

Requested services:

In the mentioned projects financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) through KfW, SFD is currently active in the water, sanitation and hygiene, labour intensive realisation of small communal infrastructure (cash for work) and education sector with activities combining infrastructure rehabilitation/construction components (e.g. schools, roads, water harvesting, water and sanitation infrastructure) with procurement of equipment and supplies/spare parts as well as trainings and the set-up of incentives schemes (e.g. for volunteer teachers). The international consultant (in cooperation / consortium with a suitable national partner or team of individual local experts) shall monitor the quality of implemented and on-going projects and report to KfW & SFD. To allow for aggregated data analysis of SFD-s, KfW-s as well as the 3rd party monitoring results, the consultant shall use the open source software Kobo-Toolbox for mobile data collection and aggregation as well as state of the art software for data analysis and geo-mapping. The Consultancy shall monitor the outputs of 8 programs (funding cycles) for which implementation already started as well as potential additional phases of each sector project to start in 2019 and 2020.
