"Technical Assistance for Outsourcing and Capacity Building of the Information System Directorate"

The Government of the Kingdom Morocco has concluded, on 30 November 2015, a second cooperation program (Compact II) with the Government of the United States of America, represented by the Millennium Challenge Corporation (MCC), with the aim of enhancing the quality of human capital and improve the productivity of land.

The budget allocated by MCC for this cooperation program is $ 450 million, plus a contribution from the Moroccan government of at least 15%. The overall amount will finance, over a period of five years, two projects, namely "Education and training for employability" and "Productivity of land".

Through this Specific Procurement Notice, the MCA-Morocco Agency is soliciting proposals for "the selection of a Consultant for Technical Assistance for Outsourcing and Capacity Building of the System Management Branch". Information ", divided into four lots:
• Lot 1: Technical assistance for outsourcing the Data Center and securing the Ministry's information system, including MASSAR;
• Lot 2: Technical assistance for consulting on technical architecture and application performance;
• Lot 3: Technical assistance for the implementation of the ITIL repository, the IT cost evaluation system, and a service center;
• Lot 4: Study for the development of the Business Continuity Plan (BCP) of the Department's information system, including MASSAR.
The detailed description of the services to be provided is available at the level of the terms of reference of the Request for Proposals ("RFP"), which describe the nature of the service, the tasks and obligations of the consulting firm, as well as the services to be provided. . The RFP is open to all eligible entities ("Consulting Firms") that wish to bid.
Consultants may bid for one or more lots.

The Agency MCA-Morocco will award a contract, without however exceeding the date of the end of the Compact of June 30, 2022, of a duration of:
• 30 months maximum for the lot 1;
• 30 months maximum for lot 2;
• 12 months maximum for lot 3;
• 06 months maximum for lot 4;

A consulting firm will be selected in accordance with the Quality and Cost Based Selection (SBQC). This evaluation procedure is set out in the RFP in accordance with the MCC Procurement Program Guidelines available on the MCC website: www.mcc.gov.
