Description : The purpose of theInternational Institutional Consultancy Technical Assistance to the Ministry of Education of Montenegro to conduct a comprehensive Education Sector Analysis is two-fold:

- to provide technical assistance to the Ministry of Education in undertaking a comprehensive analysis of the overall education sector, and

- to develop the capacities of the Ministry of Education and other central educational institutions on policy and sector review.

The education sector analysis aims to cover the following areas: early childhood education, primary education, general secondary and vocational secondary education, as well as higher education.

The primary objective of the assessment is to provide evidence-based options for forthcoming reforms, by the Ministry of Education, to strengthen education sector planning, implementation and monitoring as part of the broader public-sector reform. The secondary objective is to provide a diagnostic of the current system, examining the ways to improve the outcomes of public spending on education by taking informed decisions on the allocation of resources and developing relevant multi-year sector plans
