7. Description of the market
The contract aims to provide support to the main beneficiaries of the financing agreement in achieving the objectives of the National development Plan (PND) 2016-2020, in particular through the strengthening of governance. Specifically, it will be:
-Contribute to capacity-building for the implementation and follow-up of the blueprint for public finances reform (SDRFP), helping to put in place the conditions necessary for the preparation and implementation of budgets in programme mode, and developing the tools necessary for the application of new accounting texts and regulations;
-to contribute to the strengthening of national planning capacities, in particular in the context of the definition, monitoring and updating of the national development Plan and sectoral policies,
-to contribute to the strengthening of the competences of the actors of the national Statistical System (National Institute of Statistics and sectoral ministries), helping to provide the national statistical system with an updated legislative and regulatory body and a Monitoring system of the national Strategy for the development of statistics.
Technical support will be provided to the Government in order to achieve the expected results through the mobilization of relevant senior experts in the field of public finances, planning and statistics. Technical assistance will also be made up of non-core experts.

Maximum Budget EUR 2 500 000/-.
