6. Nature of the contract
A probable combination of the market between activities / results at unit prices and others at fixed prices.
7. Description of the contract
The overall objective of the AFAFI-Center program is "to sustainably improve the incomes of rural households and their food and nutritional security, in particular that of women and children, and to contribute to the preservation of the natural environment in the peri-urban area Antananarivo ". Its specific objectives are: i) to "intensify and diversify in a sustainable and inclusive manner the production of target sectors"; ii) to "strengthen the marketing of products that respect agro-ecological standards, quality and hygiene standards, including food products rich in nutrients"; and to "secure investments in the agricultural and wood energy sectors in the long term". The Program will be structured around three components corresponding to the three specific objectives mentioned above. The activities will mainly be implemented in two peripheral regions of the capital, Analamanga and Itasy. The program will have a Program Coordination and Monitoring Unit (UCS) established in Antananarivo, which will be composed of a manager and an accountant appointed by the National Authorizing Officer.
The services will mainly consist of long-term technical assistance services (48 months minimum) to the Coordination and Monitoring Unit (UCS) to support the implementation, coordination and monitoring and evaluation of the program. Short and medium term technical assistance could be envisaged depending on the needs of the regional directorates concerned in the two target regions.
