Tenders are invited for Technical Assistance for the Consolidation of CHW Program, National Consultancy (for Sierra Leone Nationals Only).

Purpose and objectives

To support the government of Sierra Leone in building a strong national community health system and institutionalized national CHW programme.

Objectives:

§ To support the Directorate of Primary Health Care (DPHC)/CHW hub and DHMTs in preparing clear plans with targets, implementation, monitoring and evaluation of the CHW programme

§ To build technical capacity of the CHW hub and DHMTs in supportive supervision/coaching of Periphery Health Units (PHUs), CHWs and PSs

§ To ensure CHWs and PSs in UNICEF supported districts are trained, supervised, and motivated through refresher training/coaching, provision of job aids and commodities, and timely incentive payment.

§ To provide support in strengthening the Community Health Information System and logistics management system

Methodology and Technical Approach

The consultant will work under the direct supervision of Community Health Specialist P4, in office with frequent field visits to support the implementation and monitoring of community health programme activities. The consultant will work closely with staff and programmes in Child Survival and Development (CSD), other sections as well as with Operation for better integration and coordination of activities and interventions within UNICEF. She/he will closely work and technically support the CHW Hub, DHMTs and other relevant programmes of the MoHS such as Directorate of Food and Nutrition (DFN), National Malaria Control Programme (NMCP), and Reproductive and Child Health (RCH)/Child Health-EPI programme to advance the CHW programme institutionalization. The consultant will coordinate and monitor projects being implemented by CSO/NGO Implementing partners through PCA programme documents.

Activities, Tasks, Outputs and Deliverables

Under the guidance of the Community Health Specialist, the consultant will:

1. Support the CHW hub and DHMTs with quality assurance and coordination of the refresher training of district trainers, CHWs and PSs focusing on skill gaps.

2. Support the CHW hub with the distribution and proper use of the newly revised HF6 for data compilation and reporting of CHW activities.

3. Support the CHW hub and DHMTs in conducting supportive supervision and mentoring to PHUs, CHWs and PSs.

4. Ensure timely procurement and distribution of planned supplies and ongoing monitoring of their use.

5. In coordination with Orange provide assistance to UNICEF supported DHMTs in re-registering and cleaning the list of CHWs and PSs with issues

6. Ensure timely payment of CHWs and PSs incentives: ensure verified list of CHWs and PSs and related documents for payment are officially submitted by the CHW hub to UNICEF, check for accuracy before money is transferred, and process the transfer to Orange Money.

7. Prepare programme documents and budget jointly with IPs and follow up UNICEF internal process to ensure timely signing of the documents

8. Monitor the implementation of the activities by IP through field trips, partnership reviews, review of implementation progress as per the results framework in the PCAs as well as the CHWs programme M&E framework.

9. Facilitate national Technical Working Group (TWG) meeting with follow up on implementation of recommendations and agreements.

10. Support preparation of programme/project status reports required for UNICEF and donors periodic reports (monthly, quarterly and annual)

11. Any other relevant tasks delegated by UNICEF as necessary

Qualification/Knowledge/Skills

§ Advanced University Degree in public health/nutrition or pediatrics and child health or family health

§ Minimum of 5 years of professional experience in public health/nutrition planning and management and/or in relevant areas of maternal neonatal and child health care.

§ Experience of working on CHW programme development and management.

§ Experience working in any UN agencies in Sierra Leone is an asset.

§ Excellent organisational skills and good writing in English.

§ Ability to work in a team and with multiple stakeholders and partners.
