Prosperity Fund Turkey Future Cities Programme
Adam Smith International is currently seeking a Team Leader and other experienced Urban Planning, Transportation and Resilience Specialists to fill senior managerial and advisory positions in the Prosperity Fund Turkey Future Cities Programme. Individuals will be responsible for leading, managing and advising on the design and delivery of several projects in Istanbul, Ankara and Bursa in the fields of urban planning, transportation and resilience in partnership with city and district municipalities and Turkish government ministries. They will lead and/or contribute to team management, project planning and implementation, technical direction and oversight, and relationships with Turkish government and the British Foreign and Commonwealth Office.
Positions will be located in Istanbul, Ankara and Bursa and will have a duration of two years, with the possibility of a one-year extension. Fluency in English is required and fluency in Turkish desired.
Background
The Prosperity Fund Global Future Cities Programme aims to support cities in Turkey and other countries to: i) develop sustainably; ii) avoid urban sprawl; iii) mitigate impacts from natural disasters; and iv) inclusively achieve prosperity increases whilst alleviating high levels of city poverty.
The Turkey Future Cities Programme will realise the above impacts through implementing proven, short-term, interconnected, enabling projects, for example in capacity building, strategy, governance, frameworks, plans, feasibility, regulatory change, and citizen engagement. The projects fit within two integrated pillars, that align with barriers to prosperity and trade:
Urban planning: Technical assistance for spatial restructuring, for example city strategies, inclusive urban renewal, regeneration, master planning, planning frameworks and participatory urban planning);
Transportation: Technical assistance to support cities to develop integrated multi-modal public transport systems.
There is an emphasis on resilience, advising cities about the development of strategies to address the impact of climate change and natural disasters and ensure that development is sustainable. The programme has a strong focus on technical support and institutional capacity development.
Essential Criteria
A minimum of 12 years successful experience of working with governments or local authorities in Turkey and internationally
Knowledge of social, political and economic context and state of urban planning, transport and resilience in Turkey
Experience in managing and undertaking similar types of advisory programme or initiative to improve urban planning and transportation
Proven experience in successfully leading and managing complex organisations or programmes
Experience in smart cities and digital technologies as applied to urban issues as well as in social and political analysis and gender-sensitive approaches
Experience in providing strategic direction, technical oversight and accountability, management of diverse multi-disciplinary teams, and management of relationships with clients and stakeholders
Fluency in English required and in Turkish desired
