Palladium is seeking a Team Leader for DFID Harnessing the Transformative Potential of Technology to Increase Learning Outcomes for All. This 8-year multi-country Research and Innovation Hub on Technology for Education will bring together experts in technology, education, research and innovation to answer questions around which education technology interventions deliver better learning outcomes and present the greatest value for money and social return on investment.

The role

The Team Leader acts as the central point of leadership for the hub. The Team Leader will oversee the coordination between the two strands of the hub: the research and the innovation strand. The Team Leader will also be responsible for representing the programme with a range of global partners, government stakeholders and education and research organisations and individuals, including regularly reporting to DFID, and maintaining strong working relationships with other relevant DFID programmes.

Relationship Management

· Developing strong working relationships with the programme contact points in DFID and other donor programmes in the anti-corruption space, and leading on reporting to them, through both formal and informal channels.

· Manages relationships with the host country government, counterpart agencies, project partners and stakeholders, business partners and education and research organisations.

· Develop strong working relationships with the leadership of other development programmes, in particular DFID and exploit complementarities and synergies between these programmes where possible.

· Develop strong working relationships and a regular dialogue on programme progress and challenges with relevant Palladium staff.

Strategy and Operational Planning

· Lead with the Technical Director in the preparation of work plans and budgets; staffing plans; performance improvement plans and other plans as required.

Project Management

· Provide overall leadership on the hub and ensure close coordination between the two strands of the hub.

· Provide guidance, oversight and quality assurance for all hub activities, Outputs and deliverables.

· Assume overall responsibility for the effective implementation of work plans to ensure delivery is on time, within budget, meets client and stakeholder expectations and is contractually compliant.

· Monitor implementation progress; maintain up to date project logs and registers; work to resolve issues, manages and mitigates risks; and escalate material issues and risks as appropriate.

· Develop and implement plans for results measurement, monitoring and evaluation, knowledge management, value for money analysis and communication management.

Requirements

· Educated to university degree level or above, preferably holding a Masters

· At least 10 years experience in conducting education research or working on education innovation programmes

· Experience working with education institutions and think tanks

· Experience leading a research or innovation hub

· Experience working with donor (preferably DFID) funded programmes

· Strong expertise in building and managing programmatic relationships with high level stakeholders from government, civil society and donors

· Strong expertise in leading complex programmes, including managing and mentoring senior members of staff

· Good understanding of education trends and education technologies

· Strong experience in managing complex teams
