Army contracting command - new jersey (acc-nj) is posting this market research announcement on behalf of the office of the assistant secretary of the army. The assistant secretary of the army for manpower and reserve affairs (asa m&ra) is conducting market research to identify parties having an interest in, and the resources to, support the requirement for army science board request for information for "reforming talent management." the intention is to provide the secretary of the army a report on the state of the commercial market compared to the army's current system development.
